Abstract
The purpose of this paper is to suggest effective method in the development of an automated English-speaking testing system using automated English essay evaluation systems. To achieve this purpose, this paper examines the recent development of the automated English essay tests based on two categories: 1) analysis of automated English essay testing systems, and 2) analysis of grading processes of automated essay grading tools. Moreover, this study provides a plan for developing an effective automated English speaking evaluation system using speech recognition engines and automated essay assessing system engines. In order to elicit the scores of speaking tests from learners of English, the suggested automated English-speaking testing system follows the following stages : 1) transfer speech file to text file and then send it to the data base, 2) compare the previously scored sample files of learners with students' new speech files, 3) evaluate files of a testee in four categories of variables, 4) assess the scores of a testee in five categories of speaking test categories, and 5) final scores are elicited through the comparison of experts' answer files with a testee's file. This study also proposes the limits of the automated English-speaking testing system.
